High brand value equals high brand strength?

Brand value and brand strength are totally defferent concept and high brand value does not nessessarily means high brand strength. The Brand Finance ranking table below is an example.

From the table, VNPT’s brand value (1 683 M) is slightly higher than Vinamilk (1 613). However, VNPT’s rating (AA-) is lower than Vinamilk (AA+). This indicates that VNPT’s brand strength is lower than Vinamilk.
